SPORT 13 Water in Hull

My SPORT 13 has water intrusion. The boat sat for about three years out of the water

Some of the foam [inside the Unibond] hull was saturated [presumably held water].

Q1: will [epoxy resin cure and form a bond to] wet foam?

Q2: [for epoxy resin to cure and form a bond to the foam in a Unibond hull] does the foam need to be completely dry?

Tell me how YOU would proceed [to make a repair with epoxy resin to an area of damage where the foam is holding water and is not dry]

I would dry the foam before attempting to make a bond to the foam with epoxy resin.
