Assess Purpose of a Hidden Object From Photo

[On a boat that was later determined by interrogation to be a 1973 13-footer] while fixing some crazing and botched repairs I found [a hidden object] under an obvious repair.
[The hidden object] was packed with [an unrecognizable term for a material that was later determined to be “bondo”].

The outer ring [of the hidden object] appears to be PVC.

I think [the purpose of the hidden object was] to drain water infiltration.
