1988 OUTRAGE 22 Repair; Water in Hull

Q1: How are loose screw fasteners repaired?

Q2: How is water removed from foam?

BACKSTORY

I am the third owner of a rough 1988 Outrage 22.

The previous owner knocked off a T-Top while pulling out the boat from storage. He also pulled up the deck and console. [Repairs were made] by a questionable boat-fiberglass repair shop.

When launching the boat recently, I noticed the deck was coming up; I put the boat back on the trailer and hauled it back to the barn.

I removed the T-Top, the center console, and the deck. The screws that retain the deck section are just sitting in their holes.

I am also guessing there is water in the foam and repairs were made Marine Tex.
