Silicon Caulk as Sealant

Q1: is silicon caulk a sufficient sealant to seal the gap between the collar of a rod holder and the main rod tube of the rod holder?
Q2: is there a better material to use for this than silicon caulk?
BACKSTORY: the center console on a 1998 Outrage ll 17 has rod holders mounted to the forward side of the console. At the very top of the rod holder there is a collar. The collar has a sealant surrounding it so it adheres to the body of the rod holder. The sealant is starting to crack between the collar and the main rod tube.
