Q1: is silicon caulk a sufficient sealant to seal the gap between the collar of a rod holder and the main rod tube of the rod holder?

Q2: is there a better material to use for this than silicon caulk?

BACKSTORY: the center console on a 1998 Outrage ll 17 has rod holders mounted to the forward side of the console. At the very top of the rod holder there is a collar. The collar has a sealant surrounding it so it adheres to the body of the rod holder. The sealant is starting to crack between the collar and the main rod tube.

Silicon caulk is not a great adhesive. If the collar needs to be strongly adhered to the rod tube, perhaps a stronger adhesive-sealant might be better.

The sealant or adhesive-sealant probably should match the color of the collar so the sealant will not be highly visible.

I won't use silicon sealant on anything boat related, there are better materials out there.
