1981 Outrage Engine Shaft Length
Will twin engines with 25-inch shafts [be appropriate for a 1981 OUTRAGE of unspecified length]?

Since only you know which model of OUTRAGE you are asking about, look up the recommended shaft length in the REFERENCE section article that gives the SPECIFICATIONS for that model.

HINT: unless the boat has a WHALER DRIVE, the proper twin engine rigging for most OUTRAGE V-hull models with a notched transom is 20-inch-shaft engines. If the boat is an older round-bottom OUTRAGE 19 or OUTRAGE 21, 20-inch shaft engines are used for both single and twin engine rigging. On that basis, it seems unlikely that 25-inch-shaft engines would be suitable for twin engine rigging.
