1990 19 outrage fuel tank problem

Hello, I believe I have a leaking fuel tank. 2 questions:
1. What is the best way to assess if this is actually the case
2. How can I go about replacing the fuel tank? Is it possible to DIY it?

Do you have a leak as in fuel and/or fuel vapors OR the presence of water in the tank or external filter?

Regardless of the above, if your hoses are more than 6 years old, replace vent, fill and supply with A-1-15 fuel hose (no blue or grey) that is stamped alcohol resistant. Install new hoses with stainless steel hose clamps.

Have the tank pressure tested to 3 psi.

If there is a hole in the tank, replacement includes shifting the console forward, removing the floor cover, removing exterior foam, remove and replace tank, foam the corners of the tank, replace cover and console.

Detailed steps can be provided once you have determined if you have an actual leak in the tank.
