1988 Evinrude 150 Lacks Power

Hello. I have a 1988 Evinrude vroom xp150hp.
Today [the 1988 Evinrude vroom xp150hp] started right up. [The fuel is] new gasoline. I took off the carburetors and cleaned them.
[The engine] only [accelerated] to about 3500-RPM would even allow to plane-off.
I got to the other side of the lake. I put [the 1988 Evinrude vroom xp150hp in] neutral, then in gear again, and flew across the lake like a vat out of hell--it was admirable.
Then I stopped and filed for a couple hours.
I went to move. [The 1988 Evinrude vroom xp150hp] cranked over,one turn, fired right up, but was not able to get to full power again. I noticed at home later that I have what I think is a lot of fuel-oil mixture running down the outside of the case on the engine but stops.
Any ideas would be very helpful.
