I have a [1995 Mercury two-stroke-power-cycle outboard engine]. [While the engine was at] idle [speed for a] long wait to load at a boat ramp, I heard a loud beeping. I put the engine in gear and made a circle. [The loud BEEP BEEP BEEP] went away.

[The engine cooling system confidence steam] seems to be putting plenty of water.

I am a new boat owner.

Can anyone help [explain the meaning of the aural alert I heard]?

Read the owner's manual for your Mercury outboard engine. The owner's manual will explain how the aural alert of the alarm system works, and how to interpret the meaning of the aural alert sounder's cadence of BEEPs. Generally on older outboard engines that have somewhat simple and unsophisticated alarm systems, the operator has to interpret the meaning of the alarm signal by the cadence of the BEEP BEEP BEEP and the circumstances in which it occurs. The operator's manual should explain all of this.

Usually the alarm system sounds a steady, continuous BEEEEEEEEEP if there is an overheating. A BEEP BEEP BEEP signal usually indicates something other than overheating. Often a BEEP BEEP BEEP is related to an oil reservoir level being low or to a failure of the oil mixing pump to deliver oil. However, the meaning for your 1995 Mercury outboard engine should be clearly explained in the owner's manual.
