Q1: can a Pitot-tube operated speedometer whose scale calibrations show up to 70-MPH be replaced with a new Pitot-tube speedometer with scale calibrations only up to 50-MPH and accurately show speed through the water while using the original water pickup on a 1987 Yamaha 90-HP engine?

BACKSTORY. The pitot tube in my 1987 Yamaha 90 two-stroke-poewr-cycle outboard engine never in the 15 years I've owned my boat [been] attacked [the the speedometer gauge]. I am currently in the process of cleaning out the pitot intake and refitting the nipple and [connecting the tubing to the original speedometer gauge whose dial reads up to 70-MPH that is installed at the center console of 1987 MONTAUK 17]. The original Yamaha speedometer is presumably non-functioning as the dial pointer indicator rests around 20-MPH at all times. I would like to replace it with a "50-MPH max" version as the boat has never seen speeds over 45-MPH.

I don't think that an at-rest reading of 20-MPH on a pitot-tube speedometer indicates the device is non-functioning. More likely this indicates that with the 70-MPH top speed range as the dial calibration, the device is not going to start to show actual boat speed until the boat is going at least 20-MPH.

If there is a Yamaha speedometer available and its top speed indication is suitable for you (at 50-MPH), and it is listed as an accessory for your particular Yamaha engine, then that speedometer should work with water pickup or pitot-tube in your engine.

If you just want to fill in a large circular hole in the dashboard with speedometer gauge you could buy a non-Yamaha speedometer that includes its own water pick-up pitot-tube assembly to be mounted on the boat transom. They sell for about $110.

Or a better option in my opinion: get boat speed as Speed-Over-Ground from a GNSS receiver that you likely already have on the boat in the form of a chart plotter.
