Here a link to what the State of Florida was paying for outboard motors. While the list is from 2006 it gives % discount Florida was getting.
Of course the manufacture is still making money. It gives information for some negotiation that the dealers would not like to be public information

Dealers are not going to run scared with these prices being public knowledge. Honestly I doubt the average Joe could walk in a start twisting arms while buying just one motor to get these prices. It is when buying in great mass that you are able to negotiate those kinds of numbers. Also, I am sure there are tax incentives as well for these companies to sell at those prices.

On the GSA site you can see Government Agencies can purchase a 27' VIGILANT for $76,390.00, 19' GUARDIAN (18 / 19 Outrage) for $22,499.00, 17' GUARDIAN/ALERT (170) Montauk for $12,917.00, 22' GUARDIAN (22 Outrage) for $27,466.00. I bet BRUNSWICK COMMERCIAL & GOVERNMENT PRODUCTs Division will not sell those boats to us for those prices.
