After searching the archives and owners manual for the proper psi reading, i emailed mercury and got this answer:
@750RPM (IDLE) 2.0-4.0 psi
@6000RPM (WOT) 10.0-15.0 psi
Why wouldn't this be in the owners manual?

Many values like this are only stipulated in the official factory manual for the engine (as opposed to the owner's manual). Its just the way it is....

The two stroke Merc 90 redlines at 5500rpm and the four stroker at 6000rpm. Larry, are you talking about the two or four stroker?... Clark... SCN

i have the 90 2 stroke. i explained that to mercury in my email. maybe they missed it. i still cannot understand a boat coming with a psi gauge but, no mention of the proper parameters mentioned in an owners manual.
