The rubber [grommet] where all the [control] cables exit [from the cowling of my 2007 Mercury 115-HP outboard] is always popping out [of position]. It seems the rubber [grommet] may have torn on one side.
[Do readers have] any tips [about solving the problem of the rubber grommet coming out of position]?
Should I just order a new rubber [grommet]?

Replace the ten-year-old torn rubber grommet with an OEM replacement part.

[I] got the grommet. To my surprise [this replacement part was] in stock at [the I vendor I chose]. For my 2007 [Mercury 115-HP engine] the part number [for the rigging grommet replacement part] is 25-889724; the cost was $35. When I take out the old grommet I will see what happens.

Perhaps the vendor from whom you purchased the replacement rigging grommet had that replacement part in stock because there are many customers who own the same Mercury outboard engine and also need to replace the rigging grommet. Usually an authorized dealer learns over the course of ten years or so what parts to have on hand to fulfill customer's orders.

Probably but parts guy was shocked it was there. Not really a true dealer as far as I know they just sell parts and the smallest Mercury engines 10 or less.
