Q1: how can delamination of the aft cockpit deck on my 1989 OUTRAGE 22 Whaler Drive boat be repaired?

If the de-lamination is small and limited in length, and if the embedded wood in that region is not deeply rotted, you could mechanically remove the rotted wood, and then fill the void with epoxy resin mixed with a filler material.

If the laminated cockpit deck section is soft and lacks strength due to significant rotting of the plywood reinforcement, the best approach is to remove all the original wood and replace it with new plywood.

To repair a laminated deck section that has rotted wood reinforcement, the rotted wood material is removed by use of careful mechanical separation of the wood from the fiberglass sections of the deck component. New reinforcement material is cut to fit the shape needed. The new reinforcement material is fixed in place with a strong adhesive.

If wood will be used for the reinforcement, a good method is to use epoxy resin to adhere the wood in place, and to further apply epoxy resin to the top and sides of the wood to completely seal it from further ingress of water. The use of plywood as a reinforcement material is an excellent choice, but the wood must be fully coated with epoxy to prevent a repeat of the ingress of water into the wood.
