Q1: what hull defects should I look for in a 1986 STANDARD 13?

I have an opportunity to purchase a 1986 STANDARD 13 that from photographs looks to be in good shape. It has a a 20-HP engine.

The quick and dirty test of too much water in that small hull is to put the boat in the water to determine how well it floats on its lines. Of particular interest are the two stern deck drains. If they are underwater that indicates that the boat may not be an acceptable candidate purchase.
A 20-HP engine will not push the boat well.
