In Alabama the registration authority is the State Marine Police. We once had a boat and trailer left parked in our condo parking lot. Our HOA tasked me to get it moved off our property. I called the Marine Police and they provided me with the name and address of the owner within a minute.

If you are serious about locating the boat, why don't you investigate what agency is the boat registration authority in the state of Florida and give them call? That seems like the logical next step.
