Installing bottom bolts on outboard mount

I have a 1981 Newport with a 1981 OMC 90-HP outboard engine. The outboard engine is currently mounted using only the top two bolts. I would like to install the bottom two bolts to allow me to raise the motor using the method [of having the boat on its trailer, unbolting the engine, stabilizing the engine on its skeg, then moving the boat transom by using the trailer jack, as previously mention in an old forum posting and] described here:

How difficult is this to do? Can I do it on my own or should I just have a shop do it for me?
Any tips of parts required and procedure would be greatly appreciated!
