Q1: Would an Evinrude E-TEC 150-HP engine manufactured in 2018 be a good engine for [a 1996 17 OUTRAGE II]?
Q2: What engine shaft length [should be used on a 1996 17 OUTRAGE II]?
BACKSTORY: [A 1996 17 OUTRAGE II has it] original Mercury 115-HP [two-stroke-power-cycle outboard engine with only 240 hours. The boat cannot accelerate to plane when fully loaded or even partially loaded. I likely won’t keep the boat beyond 2022. I want to be able to tow a wakeboard behind the boat. I want o be able to use the boat with four to six people aboard.

The 1996 to 1999 Outrage 17 has a minimum horsepower rating of 90 and a maximum of 150. It takes a 25-inch shaft.
The poor performance of the 115-HP is most likely due to poor mounting position, inappropriate propeller selection, and engine running problems.
A E-TEC 150 will be a great option for re-power. Given the scarcity of used engines, I would not hesitate to rig it.

You should mention the model number of the E-TEC 150. There are many variations.

I repowered my 1996 Outrage 17II with a 2011 Evinrude E-TEC 150 G1 in 2013. It is a great fit for the boat and delivers excellent performance. The engine weight of 425 pounds is right at the maximum weight that Whaler advised when I inquired before repowering. I believe the G2 V-6 E-TEC motors are heavier, so I would not recommend installing one of those. The G2 inline 3 cylinder 150 might be a good candidate, but it is unclear how many of those were actually available before Evinrude pulled the plug on E-TEC production.
