Q1: could the presence of water at the end of the 2025 boating season in a drain on my 1998 Outrage 17 II indicate a larger problem?

BACKSTORY
At the end of the 2025 boating season I removed the screw-out at the bottom of a sump area on my 1998 OUTRAGE 17 II. I then inserted some rolled-up paper towel into the [drain opening]. [When I removed the paper towel] I found it had absorbed a small amount of water. [This process was repeated twice more, but] I could not detect any more water--just the initial small amount.
