boat is not wanting to open full throttle. (Just purchased]

I have changed the fuel line, fuel filter, installed a new choke, new plugs,cleaned carbs. I did however did a coil check, and noticed the motor did not die down when i removed #1 spark plug wire. so I swapped the # 2 coil to #1 coil and still motor did not alter idle. then i changed the #1 plug to #2 and still when removed #1 plug it did not changed idle. Its getting a blue spark, but could that plug wire be bad? or what am I missing??
