Johnson 90 HP Identify Component From Pictures

Please identify the component shown in the illustrations below that is part of c.1985 Johnson 90-HP outboard engine on my 17-footer.
I believe this may be called the pivot tube, the tilt tube, or the steering tube.
The interesting part is the tube on the left side appears to be sheared flush, but the nut doesn't have any tube inside and looks like it just unscrewed.
Q1: what is the degree of difficulty to replace this unidentified part?
BACKSTORY
After returning from a trip over the weekend, I noticed a large nut sitting inside the motor well. Further inspection showed this had come off the tube that goes thru the mount brackets and the center section of the engine where the motor pivots up with trim-tilt. There are large nuts on either end of the threaded tube.
