A self proclaimed Whaler buff @ my marina told me Ray Hunt of the Bertram fame was a part of the design team it but the history of the 15 sport here @ Continuous Wave shows Bob Dougherty as the sole designer.
Any truth to my friends conjecture?

Hunt was involved with the original 13 and might have had some part in the 15 though doubtful, since it was 17 years later that the 15 was introduced.

Dougherty was the chief designer in '76 though by that point in time BW had a staff of designer/draftmen on board and I have never seen any BW literature mention a specific designer, the usual reference is to the "Design Team".
