Where can I order a replacement key for a 90 HP Johnson elec. start installed on the council of my 17 montauk. The key is small and enclosed in rubber. Any help would be appreciated.

Pull the rubber back & you will see a number, ...example....number 75 or 76 - 77 & so on, they normally stock them.
Theres about 10 different keys ,
Go to a OMC Bombardier dealer & ask him for that particular number, but bring your key with you.
No one makes duplicates of those keys, just the manufacturer of the engine, unless you change to a different ignition.
Not even a locksmith can duplicate it.

I may be able to give you some advise on your question. I am a Certified Master Locksmith ALOA (CML) 28 yrs in my trade. My key also has a rubber head. (1988 OMC) That rubberhead can be bought by itself at the OMC dealer (without the key blank in it), The key pushes into it. The blank on my original key was a "B-1" thats a common blank made by Briggs and Stratton (Yes Gas Engine Makers)(now Stratec) that fits a lot of things from gas caps to some tractor trailer switches. My replacement switch uses a "Y-11" blank which is very common also. For anyones information my Montauk consol key is a Chicago 6 disc tumbler. The cylinders are made by by Chicago Lock company (1987 Montauk) Most lock cylinders of the disc tumbler type are 5 disc. The 6th disc adds extra security by creating more "key changes" ..thats numbers of keys that are different. I maintain the cylinders on my boat with a occasional shot of WD-40 the old stand by. Now I am a goverment locksmith now for 21 years and Sal may be right if the motor is a late model as I have not looked at keys for them but give my advise a try. One other thing I may add is that the rubber head can interfer on some replacement switches (like mine) and will prevent the key from pushing in far enough to activate the choke primer. If that happens trim some of the rubber of the "skirt" till ypou can here the primer click in.

Explorer, the newer omc Bomb binnacals have a special key, only available at a dealer.
The older in dash key can be duplicated as you say.
For instance, mine is a #76
