A safety cut out switch is a device which when activated shuts off the boat's motor. Typically a lanyard is attached to the switch mechanism in a manner that will operate the switch if the lanyard is pulled. The concept is that if the boat operator has attached the lanyard to his body, in the event he is thrown overboard the lanyard will operate the safety cut out switch and shut off the engine. This will cause the boat to stop at a distance from the man overboard of not more than a couple hundred feet. This affords the opportunity to assist the man overboard. Such a device is also known as a "kill switch." I did some research today to see if I could locate any federal regulations that mandated the inclusion of a safety lanyard or "kill switch" on recreational boats equipped with outboard motors. Most of the federal law affecting recreational boating is contained in CFR 133. I couldn't find anything about safety lanyards for outboards. I then called the National Marine Manufacturer Association and spoke with Thomas Marhevko, who is the Director of Engineering Standards for that organization. The NMMA certifies boats, so if anyone ought to be familiar with the required equipment, they should be. I asked Mr. Marheyko if he knew of any federal regulations that required the inclusion or use of a safety cut out switch. Tom told me that there were no federal standards for a safety lanyard cut out switch for outboard powered recreational boats. There were rules for jet powered boats and personal water craft which required incorporation of a safety cut out switch and lanyard. He also advised me that the U. S. Coast Guard has been considering this situation and may make a recommendation to change the federal regulations on this issue. However, my impression from my conversation with Tom was that the American Boat and Yacht Council (ABYC) had promulgated some recommended practices which included having a safety cut out switch on recreational boats. (It is difficult to confirm exactly what the ABYC recommended practice is without buying their published book that contains those recommended practices. The recommended practices are generally not on-line and the published book is $155.) It may be that the boating regulations of one or more of the 50 states may include a requirement of a safety switch. In a case like that, just a few states making something required might lead to an industry wide adoption of the practice. Most manufacturers don't like the idea of having to make multiple version of their product to make it legal in all states. Also, many organized boating events, like bass fishing tournaments, now require that boats participating in the event be equipped with a safety cut out switch and mandate its use by the skipper. Apparently, most outboard manufacturers include a safety cut out switch on their outboard motor as a voluntarily conformance with the ABYC recommended practices. This is a good example of how an industry can regulate itself, instead of having the federal government involved in every tiny issue. Of course, having the safety cut out switch installed is no guarantee of it being used by the boat operator. It is much the same situation as in the automobile, when seat belts were manufacturers were mandated to include them, but use of them by the occupants was optional. (By the way, in Michigan the law has been changed and seat belts in cars must be worn by occupants.) A few years ago, the United States Coast Guard published a Boating Safety circular which contained some excellent advice on the use/non-use of safety cut out switches when operating recreational boats. See http://www.uscgboating.org/recalls/pdfs/BSC78.pdf Even when a vessel is equipped with a safety cut out switch and it is being worn by the operator of the vessel, there is no guarantee that the engines will shut off when the operator goes overboard. The U.S. Coast Guard found themselves in this situation in a recent marine casualty involving one of their own boats. Apparently the lanyard broke from the forces imposed on it before it could operate the safety cut out switch. The principal requirement is that the engine shut off when the switch is activated. In the case of a lanyard actuated switch, this probably means that the lanyard has gone overboard as well, including the mechanism it extracts from the switch to cause the switch to activate. The result is a vessel whose engine has shut down and is missing an important little device to return the safety cut out switch back to normal. If there are other occupants on the vessel who could re-start the engines and use the boat to assist the man overboard, they may not be able to do this. The engines may not start or run again without the missing portion of the safety cut out switch. Some engine makers have been reported to have advanced the design of their safety cut out switches so that they allow the engine to be-restarted, even with the safety cut out switch still in an activated state. The vessel can then be operated and used to assist the man overboard. The design of the safety switch used by some makers allows a manual reset without replacing the missing lanyard component. On smaller engines, designed for tiller operation, most manufacturers are now providing a safety cut out switch as standard equipment. On larger engines, designed for remote control, most engines have circuitry in them for connection of a safety cut out switch. They may also include such a switch as part of their own remote control equipment. If an owner chooses to use non-OEM remote controls (e.g., Teleflex Morse), they may not include a safety cut out switch. The safety cut out switch may self-operate and shut off the engines. If you are suddenly faced with an engine that was running fine and now won't start, check the status of the safety cut out switch. The lanyard may have caused an unintended operation of the switch. (I can tell you this from first hand experience.) Every marine mechanic with a little bit of experience has solved this problem for a customer. The safety cut out switch can also be used for other purposes, including rendering the boat inoperable to prevent theft. If someone jumps aboard with the intent of stealing your boat, he may be foiled by engines that refuse to start and not realize that the problem is the safety cut out switch. This is particularly effective if the switch has been re-located and is now mounted in an obscure location. Should everyone install and use a safety cut out switch on their recreational boat? The ABYC and the U.S. Coast Guard think it is a good idea. For people who operate their boat alone, it is hard to argue with that advice. |

Jimh, thanks for the special effort and content of the post. You might save a life and it coould be mine. Location of the kill switch on the control is important. Some side mount oem controls have the switch on the side. Operator exiting aft or stbd might break the lanyard w/o pulling the switch. Top mount controls have switch on aft side. Separate switch on console solves prob above and provides installation for vintage Morse controls. Is there a source for standalone kill switch? |

I think a cut off switch is a great idea. Its something that I never would have thought twice about until I lost my steering at WOT this spring. I was very lucky and was able to shut the motor down without loosing control of my boat. But if I hit a wave the wrong way the boat could have easily turned violently to one side or another, throwing me out. I'm gonna try to get one tomorrow for my motor, I'm going to west marine in Worborn, MA. I'm update will follow. |

jimh, your question about crew members being able to operate boat if lanyard is gone is an excellent one. I have a lanyard on my Outrage and have never thought of that scenario. I will look into rewiring of my swich. |

A simple remedy in the event that the first lanyard goes overboard is to keep a spare on the boat in a known but secured location. This little safety issue is probably overlooked by most of us. However, I usually don't wear my lanyard unless I'm boating alone. A standalone panel stop switch can be obtained from Yamaha. See www.yamaha-motor.com/accessories/otb/helm03.html . It is quite likely that the other manufacturers offer a separate stop switch. |

A couple of thoughts about kill switches. 1. They work! A kill switch at least saved my Coast Guard career when I ejected myseld years ago. When I ride with new coxswains, or potential new coxswains, I always try to impart a little wisdom by telling them my story. 2. Mercury kill switches are nothing more than a toggle switch that traps the lanyard in a small housing. When the switch is tripped all that has to be done, to restart the engine, is the toggle switch needs to pushed back inside the housing. No lanyard is required. A Merc switch could easily be installed on any brand of engine. Hope everyone is having a great day. phatwhaler out. |

My last Mercury had the switch that phatwhaler describes allowing the next person in charge to start the boat after throwing the switch.. The newer OMC (Bombardier) switches also allow you to do this but in a different way... From 1996 and newer, the switch realizes that the safety lanyard had been pulled and will KILL the engine. After that, the next operator would be allowed to start the engine and retrieve anyone that might have been thrown overboard... Joe Kriz |

I am a strong proponent for the safety cut-off switch. I was running my 13' reclessly in my youth (minus kill switch)and the end result was my best friend and I treading water. The 13' went down the lake a half mile and left us in the drink. I posted the story in a rescue story thread some time ago. I'll save you all the misery of reading it again. As with all accidents there are many variables. Consider the pilot was rendered unconsious for any reason before he went overboard.(stroke, heart attack, drunkeness, blunt trama to the head from wife because of drunkeness) The boat will stay in the general location as the victim allowing for a higher percentage rate of victim recovery by the search. The rule; a boat is easier to spot than a body. I feel this is a important factor. Especially if your wife doesn't have another lanyard and you are bobbing with slight conciousness. She may accually need you to get the boat going again. Parties who use the boat can know that the boat will run without the switch by simply pressing your finger on the kill button and holding it although, it is not ideal, it works in a pinch. Just don't let your wife know about this trick if you think she might have bad intentions for you. A safety cuttoff will take a slightly mechanically inclined person less than a half an hour to install. My feeling is that if you don't have one you should get one. |

I was a risk manager for a large construction rental company for 10 years and also am a member of a couple of ANSI committees for aerial man lifts and scaffolding. So I can tell you that I am pretty sure that the kill switch recommendations is the result of three reasons, 1. Litigation, 2. Litigation and 3. Litigation. The federal government is reluctant to enact regulations in some of these areas, especially if they see recommendations from orgs like the NMMA and ABYC. The NMMA and ABYC is what trial lawyers quote anyway because they are made up of the manufacturers, dealers and users not the government. When ever anyone comes up with a new or better "mouse trap" like a safety item that is what the trial lawyers will camp on and this forces manufacturers to use the new or better idea. Ford came up with a new idea and option, adjustable pedals that adjust to your height and leg length so height challenged people did not have to be on top of the steering wheel and air bag. One internal memo from Ford made it into a trial lawyers hands (and hence their very good network) that stated that these adjustable peddles may be a safety item and guess what: Trial lawyers are now bringing the adjustable pedal idea up in litigation (through expert witness testimony) involving people injured by air bags because they sat too close to the air bag when it went off. The cutoff switch is an old, good idea. Not using it is up to you, the operator. Only you can change your behavior. p.s. my grandfather drowned in 1966 because he started a 15-HP 1957 Evinrude outboard in high speed, forward. This was before the neutral safety switch idea came along. Another good idea. |

Another consideration in the safety cut out switch design is the electrical method it employs. Does the switch provide a contact continuously, which is then interrupted when the lanyard is activated? Or does the switch only provide a contact when activated? In the case of the Coast Guard as cited above, the entire control console was ripped out the vessel, yet the engines continued to run. Apparently the safety cut out switch was of a design that it had to furnish a contact when operated in order to shut off the engines. If the safety cut out switch was designed electrically to be required to furnish a contact continuously except when actuated, the engines would have stopped when the wiring to the switch was torn away by the console going overboard. |

Jim I'm not sure about the other manufactures but Mercury’s switch is normally open when running and makes contact only when tripped. I learned this after being towed in on my brand new Outrage 24 with twin Merc 150's. Both motors went down because of a short in the switch. The mechanic told me all I needed to do was disconnect the switch and the motors would have started. So for all those folks that have twins on their boats for redundancy will be surprised to find out they share a single cut-off switch. Joe |

One thing I learned about my new (1989) Whaler is that my kicker (pony, auxilliary) motor is [not] connected to my safety lanyard switch, even though it is controlled by a Mercury dual binacle control and the keyswitches for the main and kicker motors are identical. From Joe's post, it sounds like it would be possible to wire the kicker to the lanyard switch, something I need to investigate. I have gotten myself into the habbit of wearing the lanyard whenever I operate the boat, and I always brief my crew on the basic operation of the boat in case I should go overboard or become injured. This includes showing them how to reset the lanyard safety switch without the lanyard. I believe these things have safety value even if you do not fall off the boat. Simply falling down after hitting a large wave or submerged object can cause you to jerk the wheel and change course suddenly, possibly causing a collision or capsize. Jimh, this thread is a valuable reminder for all of us. |

Somewhere buried in this forum is my story on how the kill switch originated, basically as a result of a lawsuit filed against Mercury where someone got ejected from a Mercury powered boat and subsuequently run over and killed by the boat. A high school friend's law firm handled the defense of Mercury in the case. Besides a large cash payout by Mercury's insurance carrier, the settlement included an agreement by Mercury to provide kill-switch hardware on all future engine sales. Timing on this was early to mid-80's, and my 1985 Mercury's did not come with kill switch hardware, but my 1989's did. I think Mercury's kill switch design, probably patented by them, is the most functional, with toggle switch re-starting once tripped. It could be that '86 or '87 was the implementation year. |

Andy, in response to your question, Mercury does make a dual engine diode based kill switch assembly that kills both engines from one lanyard. Obviously, for a twin engine installation, this would be necessary. My 1989 CR pair of 200's came with that assembly, and I have it installed on my 25. It's a bit complicated. Mercury's system cuts the ignition on both engines, but the starters will still crank. This makes it excellent for an anti-theft mechanism, if the kill switch is hidden. |

Uh, what good is a hidden kill switch? Isn't that pretty much the same as not having one? You guys convinced me to be wearing the lanyard this year. After reading about the Coasties having to repetitively dive to avoid getting hit by the boat they were ejected from was enough of a horror story for me. Seems to me the kill switch should be visible, accessible and usable with the lanyard. Hiding it to prevent theft seems to me to negate all the safety aspects - the prime reason for it. If you want to theft proof your boat by interrupting the ignition system, put a hidden key switch in the console underneath and use that for anti theft. Use your lanyard for its intended purpose and connect it to the driver. Just imagine that long swim as you watch your boat motor off into the sunset. j |

I install alot of used and rebuilt outboards. All boats go out with a kill swich. Regardless. I am not certain of the letter of the law but tragedy is tragedy. I also do not wish to be a precident in a lawsuit. "Mercury switch" can also be a reference to a kill switch mounted on the actual engine itself. Mercury Marine has been using them for ages. This swich "kills" (grounds the ignition) when the trim of the outboard goes beyond the normal opperating range (like if you hit a submerged object). I have seen this style of switch in many aplications. Most auto-bilge pump switches funtion the same way. There is mercury (the element) in a tube between two contact points. When the unit is tilted the liquid mercury makes contact and continues (or discontinues) the circuit. There you have it: Mercury (the outboard manufacturer) and mercury (that silvery, posionous liquid metal). Steve |

My impression is that many states require the use of a safety lanyard if the boat is so equipped. (I know this to be true in Illinois.) You should consider using all available safety equipment on board your boat (including PFD)...especially when boating alone. I typically wear my PFD when boating by myself (I'm not nearly so devout when boating with friends, or in a group of boats), and I always wear my safety lanyard. An additional thought: Not using available safety equipment may lead to legal/insurance troubles in the event you are in an accident. Lawyers like to dig up and exploit little things like that, and insurance companies save a ton of money each year by challenging claims over minor details. Best advice: Next time you're in your Whaler, check out the kill switch..see if it works...if the engine(s) will restart after the lanyard has been removed, and inform your passengers of it when you prep them on the boat's operation during your safety talk when they first come aboard. All the Johnson outboards that I've owned that had the "deadman" switches (kill-switch) had a second clip just like the one on the safety cable, this is located in a recess on the tiller handle. In the event that the operator (wearing the safety cable) goes over the side, stopping the engine, someone in the boat can insert the spare clip onto the kill-switch to re-start the engine. My outboards are all tiller-steered, I don't know whether OMC or Bombardier include a spare clip for the remote models. If not, a replacement (or spare) cable with the clip can be purchased for less than $10 if memory serves. I use the kill-switch cable when I'm alone out in out 13' powerboat (not a Whaler), but at times it is really a pain! I know, safety is not always convenient..but in order to reach anything stowed forward, I have to unclip the cable from my belt or else the engine shuts down as the clip gets pulled off the motor. Oh, well, at least then I know the kill-switch works! The kill-switch design used on most motors really is of no use for motors used on sailboats. The cable is too short to reach the skipper from the OB mounting bracket. |

The Coast Guard has passed A-33 which was written by the ABYC as a standard for boat manufacturers to comply with. The intent is to have a standard to follow so legislation can follow to wear the lanyard. |

Safety Switch/Kill Switch. I agree with it, I like it, It makes sense, I installed one on my sons whaler and he is required to use it, But, I look at it as just more ammo for attorney's against boats and engine manufactures. Let's see just how long it takes... |

I ponied up for an add-on kill wireless switch this month after becoming entangled and fed up with the lanyard which is practically unusable as a workable unless you are static at the wheel. I'm sure you may have heard/seen of this gadget. So far I love it - works great and really simplifies being alone or needing to "work" the boat with family and friends aboard. Kills the engine by pinging off the kill toggle if you walk away from the boat, fall overboard even if not submerged (by distance) and almost immediately if submerged. To get the most from the device you would be ideally have fobs on each kid/person aboard (function - depends on the fob type). Comes in new duds (color combo) with a white base and yellow front that looks pretty good on the console and frees you to work the boat confidently. I wanted it because I'm in DC waters and the thought of a runaway whaler into National Airport or any National Park Authority areas wasn't worth thinking about. I emailed a few questions to [the manufacturer] the day I got my unit and within 10 minutes they called to answer them. I almost feel over in shock. I wouldn't be surprised it wasn't the VP who took the time for a customer. That's extraordinary follow-up! No, I have no shares or interests in the company - unfortunately! Thanks for the interesting cite of a state law. That law seems to rule out the use of wireless devices for a kill switch, as it says, quite clearly: "The lanyard of the switch must be attached to the person, clothing, or PFD of the operator...." Obviously a wireless device does not have a lanyard to be attached. |

Seahorse, Thanks very much for that information. In general I only wear the lanyard on my boat when boating alone or when conditions turn snotty. Both of my fishing companions are very experienced boaters and I've been counting on them for rescue if I'm ejected. Now I have to consider that if I am ejected they would be even more likely to be ejected than me. About the only scenario in which I can imagine being ejected is striking a sunken object at some speed except in the very worst conditions. I think I'll start obeying the law. At lest I am almost always wearing an inflatable PFD while on plane. Butch |

Everyone should use a kill switch whenever the motor is on and the boat is in motion. I lost two friends in 1996 in a Montauk who were ejected from their boat and run over and killed. That tragedy could have been prevented with the use of a kill switch. Ironically, the owner/driver of the boat was one of the most experienced fisherman in the SF Bay area. Goes to show even seasoned veterans can overlook small but important safety precautions that can be life saving. You can never be too safe while boating. |
