I don't believe you're going to find a manufactured cover to fill your need for full coverage in one piece.

Carver makes a nice fitting semi-custom poly cover but the engine cover is, I believe, separate. Cost is probably around $300 - $400 delivered from National Discount Covers 1-800-616-0599.

You can probably have a fully custom cover in similar material made in your area for slightly more money. If total coverage is a requirement that is probably your best course of action.

Taylor makes "whaler style" covers that fit well and cover the entire boat and the engine.
May need the tie down kit to go with it.
Good Luck

Bought a basic "17 foot center console boat" cover from Boaters World a few years back... and much to my delight after opening it up, I found that it was obviously constructed to fit a 17 Montauk exactly, including the engine and side and bow rails. Been 100% happy with it. No idea who made it, but it was just a generic cover, like the ones sold by West Marine, etc. There was a selection with a little cartoon drawing of a variety of boat types to help you to choose the right one. I would not hesitate to put a little effort into looking at the various online catalogs to find something like it.

And yes, I trailer it behind my Suburban about 2000 miles a year at highway speeds. Never an issue.

I purchased a cover for my 1966 Eastport from Canvas Products Company in Detroit. This is the second cover I've bought from them for my boat. The cover I have is made for a Montauk but it fits my older hull well. The cover goes over the rails and also covers the motor. My last cover lasted 9 years. I trailer my boat so if it's not being used it sits outside covered all year long. I don't trailer with the cover on so I can't comment on how it would hold up under trailering conditions. I was never too impressed with their website but they have been helpful on the phone and I would recommend their covers.
