What is the official use for [Norman Pins]?

A Norman Pin is a form of belaying pin or cleat.

belaying pin
A short, removable wooden or metal pin fitted in a hole in the rail of a boat and used for securing running gear.

cleat
a wooden or metal fitting usually with two projecting horns around which a rope may be made fast.
