It sounds like backing plates for bow rail stanchions (stand-off fittings) which were mounted with screws through the hull.

The items you describe do not sound like anything I recognize as a standard item on a Boston Whaler MONTAUK 17 from c.1988. Perhaps a previous owner made some modification.
Perhaps you can describe the location more precisely. Perhaps you can share a digital image of these plates.

My 1987 'Tauk has the same plates. From what I remember (the boat is 3000 miles from me at the moment) they are rail stanchion reinforcements.

I have those as well on the OUTSIDE of the boat, on the hull directly under the rubrail lip. Mine is a 1978 Montauk. I think they were used for fastening a cover with magnets???

They are backing plates for the bow grab rail stanchions. If you unscrew the stanchions, you'll notice that the screws are not wood screws, they are machine screws. They go through the hull and into a threaded cylinder on the backside (hull side) of the plate in question.

I have never checked but I think you will find them only on hulls that have (or had) bow rails.
