18 months is not enough time as far as I'm concerned...

Homer Lewis Blackburn from Atlantic Beach, N.C. put other peoples lives at risk while he watched would be rescuers from a balcony at his home...

He's also required to pay $288,000 in restitution for making a false mayday call to the U.S. Coast Guard last fall.

I can't figure out how a citizen's band (CB) radio was involved. I do not believe that the Coast Guard in the USA keeps a radio watch on citizen's band frequencies. I think that must be a mistake in the testimony of a witness, confusing a CB radio with a marine band radio.

The Coast Guard has announced it no longer maintains a radio watch on some standard marine frequencies like 2,182-kHz, which was formerly a distress calling channel. Why would they keep a radio watch on 27-MHz?
