I had a 15 Whaler with these handy clips that held the mooring cover snug. I am looking for clips that would work on a 1990 22 Outrage for a cover I would like to make.

Like Sam has recommended, I would strongly urge you to just consider buying Mill's mooring cover for your Whaler. I have one over my 25 Outrage, and it is a superior product that has already lasted 11 years.
On the larger boats, they don't use those gunwale clips that they used on the 17' & smaller models. Instead, there are little Wilcox-Crittenden clips screw into the underside of the gunwales, and that you tuck the cover's bungee clips under. It's a very well detailed cover, specifically designed for the Outrage, and all the necessary parts are included.

Does your mooring cover go over your bow rails, or does it "split" like the Mills Montauk mooring cover, around the bow rail supports?

And, do you think there is any reason I should re-examine the conclusion Leslie @ Mills has helped me reach that Mills hasn't and doesn't make a mooring cover for the Outrage 22'? (As must be obvious, it's still hard for me to believe Mills would have a cover for the 25' but not for the 22'.)

John: The Mills mooring cover has slits for the bow rails, but does go over the much lower side rails that my boat has as an option. I also had to have mine modified with additional slits for the radar arch. If any Whaler has a cover that goes OVER the bow rail, it's not a Mills. I have a copy of the Boston Whaler price book from 1989, when I bought mine, and for the 22 Outrage it shows a mooring cover for $749. Interestingly enough, the cover for the 18 Outrage was the same price, and the cover for the 25 Outrage was only $779. Mine has the Mills sewn-on label on it, so I know it's genuine Mills. I can't imagine why Leslie would be telling you they never made a cover for your boat! Maybe they have lost the patterns. Or it's possible that the different console in your boat, only used in the last production runs, never had a cover specifically designed for it, but I'm sure that would not be a major problem to overcome. The price book shows different covers for each console option (standard, super, or super with electronics box). One of those would fit your console.
