Having problems with my 99 Mercury 30 tilt and trim. Motor will trim down no problem but will not trim out. I can hear it hitting the relay but nothing else. Every once and a while it may go up but not often.

Sounds like the relay is actuating but contacts are not working! Try switching the wires and see if it works oposite... that will tell you if it's the motor or not.. if not it's probably the relay... hummmmm????

I filled the wires and the tilt worked th e exact opposite way. So thats good, but I'm preety sure I blew the other relay because now the engine is pretty much dead. I am hoping the relays also control electric start along with tnt. Let me know if this is the case.

The above should read flipped the wires, not filled.

You most likely blew the main fuse (a 20 amp)which should be visible and near the starter solenoid. This fuse will kill all input to motor from battery and is the primary safety against high amperage. Usually blown by a dragging starter or a short of some type. The trim/tilt relays or motor may be the culprit.. replace fuse and go from there... also you may have blown fuse by accidentally grounding a hot wire!
