dragsmack,Yes, you should bolt the lower holes. I suspect the reason the previous owner did not install them was the he or she was befuddled by the fact that if that motor is mounted as low as it can go, the lower bolt holes in the motor mounting bracket are inaccessible from the splash well. However, there are several ways to deal with that:
The OMC motors have a provision for exactly this scenario. There are "blind holes" cast into the mounting bracket above the lower holes. This will allow you to screw a bolt from the inside of the splash well directly into the motor mounting bracket. You can see where these blind holes are by looking at the side of the mounting bracket and seeing the slight bulge in the casting that indicates where the holes are.
If you do drill holes to access these blind holes, you will want to remove the motor in order to measure the locations precisely, or better yet, make a template to drill the holes.
You may also be able to raise the motor a hole or two and then be able to use the lower bolt holes.
The bolt size is a standard 1/2” - 13 thread. You would want to use 316 stainless steel. I’m not exactly sure what length but 4” sounds about right.
