I was replacing the rear bait well pump on my 1989 22' or. Water has oozed from the screw holes ever since I first got the boat. I drilled out all of the holes for the pump and the floor cover to 1/2" wide, 2"deep. Plenty of water in each hole. Then I stuffed paper towels into each hole, leaving about 1/3 of the towel exposed. The water wicked up to the exposed towel. I put a small electrical parts fan from Radio Shak blowing on the towels for a month. The holes are almost completely dry. I then poured liquid epoxy into the holes and reinstalled the pump and floor plate and I sealed the screw holes with 101 sealant. I'm sure I did not get all the water, but more than I expected. I feel better about the water situation now. I also found that my forward drain tube was broken and leaking. I removed it and left the fan blowing thru the hole for a week. Was very dry.

I discovered the paper towel trick while trying to dry out some old screw holes. This is the best way to "pull" water out. Make sure you use a quality paper towel. Cheap brands and fast food napkins tear leaving half stuck in hole.
