I need to fill some screw holes in the gunwhale of my montauk.
Is the best way to use just Spectrum's gelcoat paste all the way or is it better to use Marine Tex first then spectrum on the last 1/4" .
The holes probably 1/2" deep with 1/4" diameter.
Or is there a better way.

Marine Tex is fine. After it has fully cured you will want to wash the area with soap and water to remove the amine blush, Use some elbow grease. Gel coat will give you a good water barrier on top and look new if you choose to wet sand and buff.

Marine Tex is advertised as "water-proof". Is it?

Perhaps gel coat is over kill. I think the gel coat makes it look better. If it is below the water line bottom paint can be used.
