It was suggested here that a 14.25 x 19 prop would be best on my Evinrude 235 pushing a V-20 Outrage. The local prop guy has a used 14.75 x 19 SST 3 blade prop. Is the 1/2 inch going to make a big difference?

Yes , it will make a difference, probably not alot. There are so many variables that the half an inch won't be a problem. Even props that are rated 14.25 can be 14.75. The thing to look for is if the prop has been worked on. Some one may have had it repitched and you will blame that half an inch incorrectly.
