My Mercury tachometer reads 800 rpm with the motor off. While underway, the tach appears to work fine, but I have no way of knowing if it is indicating the correct RPM's or 800 RPM's low. Is there a way to adjust the needle, or is the tach junk?

If your tach reads 0 RPM with the engine turned off the tach is bad. A reading around 1,000 is normal with the engine off.

Your tach is working fine if the needle drops to "0" when the ignition power is applied, before activating starter.
