The SERVICE MANUAL for your Evinrude motor contains extensive information about the trim and tilt system. It runs over 40-pages with copious diagrams and procedures.Repair parts for a 1996 Evinrude should be in good supply from any dealer.
The trim and tilt system has electric and hydraulic components. You will need to determine which system is failing. Because major portions of this system operate underwater, there is potential for corrosion.
Begin by verifying the electrical portion. If the hydraulic pump motor is operating properly, but your engine still does not tilt, proceed to the hydraulic system. Again, the service manual explains this in detail.
If you intend to perform service on this system yourself, you will likely need to purchase the service manual before beginning. A thorough reading of the manual and its description of the tilt and trim system will allow you do decide if your repair skills are appropriate to the task.
