Dumb question.....what causes fiberglass blisters? And are they something to be concerned about?

The blisters you speak of are called "Osmotic Blisters." They occur when water gets trapped between the gelcoat and the fiberglass. Usually you see this when boats are left in the water for extended periods without bottom paint (or very degraded bottom paint).

They should be repaired because they breed. You will get more of them and the ones you have will get bigger. Repair is a simple process of removing the blister with sanding or a dremmel tool and allowing to exposed fiberglass to dry out. Then re-fill the hole with a mixture of cabosil and epoxy and re-coat with gelcoat and fair.
