[I] am a new boat owner. [W]here do I hook up my garden hose on my Evinrude outboard to run it before [I] put it in the water?

What year Evinrude and what HP? The newer E-Tecs and older larger models(90+hp) have an external port in the rear by the tell tale. You unscrew it with a sparkplug socket and screw hose into the port. You can ONLY run them that way totally vertical, not tilted. You should not really run them that way in my opinion, use a $5 set of earmuffs on the lower unit, easier as well. The port is the only way to flush them in the water(not running), but I like the earmuffs out of the water if you are going to run it, not flush it.
