[Where can] I buy a new starter for my 1992 Boston Whaler RAGE with a Yamaha 650? [Where can] replacement seats for the bow [of a 1992 Boston Whaler RAGE be purchased]?

OEM Yamaha parts are sold by Yamaha dealers. Starter motors can often be repaired by a local shop that specializes in that trade.
If the seats in your 1992 RAGE are a custom laminated structure made by Boston Whaler, they probably do not have a replacement part for your 1992 boat. If they are stock seats made by another manufacturer, they may still be available. Your Boston Whaler dealer may be able to help.
In the REFERENCE section there is information on recommended vendors if you are just seeking upholstered cushions.

Try Ebay for engine parts, such as the starter. I usually look under waverunner 650.
