I have the cable disconnected from the helm and motor.
It moves but it is extremely tight
Any suggestions on how to free it so that it is smooth

I hate it when things are labeled "no user serviceable parts inside," but I think this falls into this category. I'm guessing the stiffness is due to mechanical damage to the outer sleeve and/or corrosion within. For safety's sake, I would buy a new cable -- they aren't very expensive.
