I have twin 175-HP Ficht 1998 Johnson motors with 1999 Envinrude power heads. I think the Johnson brand dropped direct-injection motors in 1999. One of the 175-HP Ficht motors will only get to 3,500-RPM at full throttle and it's a little rough at idle. No other problems with these motors. I've replaced internal and external fuel filters, plugs, water pumps. What could cause this problem? Bad injector, clogged injector. But it seems to run smooth. Is the main fuel restricted? Any suggestions would be appreciated

Verify that the throttle linkage is fully opening the throttle.

Time for a qualified tech to take a look. Low RPM at WOT could be caused by numerous things.

A compression test would be first on the agenda followed by a spark check, then a onceover by a trained tech using a laptop and the diagnostic software. That way the throttle position sensor can be checked for proper operation and the engine cylinder balance test can be performed to see if any cylinders are down on power.
