Drain line [hose?] at stern of [1987 22' Guardian] under decking seems to be blocked or clogged. How to fix?

A clogged drain hose on a boat can be cleared using the same techniques as on land: try running hot water down it, try a drain auger or snake, try some mild drain cleaner as a last resort.
Generally drain hoses can be detached to the fittings at either end and replaced, and the fittings checked for blockage.
