I bought a [Boston Whaler GUARDIAN 22 boat at] auction and am trying to title it. The only [Hull Identification] numbers I can find are inside the rope locker. Stenciled in black is "A22765". A metal tag inside the anchor locker on the bow of the boat reads "BWC5 459 I 788." The "I" might not really be an "I" as i is hard to tell. There is no tag whatsoever on the transom. Which [number] do I use to title the boat?

The metal tag on the transom should read the same as the one in the rope locker. Use the HIN from the metal tags.

You use the HIN (probably: BWC5A459I788).

The metal tag in the bow locker is a redundant HIN tag which the Feds required as a secondary identification location. To help thwart theft, a "hidden" HIN location was required.

There would have been an identical metal tag pop-riveted to the transom near the top edge, starboard side. The four 1/8" holes may still be there.

The HIN and stenciled number tell us you have a 22 footer built in September of 1987 as a 1988 model.

I think a thorough reading of the Frequently Asked Questions would have given the answer. See:
