Is there a way to remove [the internal fuel tank on a Boston Whaler OUTRAGE 17] without cutting up the deck?

As far as I know, you have to remove the deck that covers the fuel tank, in order to remove the fuel tank.

Removing the central deck that covers the fuel tank is a relatively simple matter. You will have to unbolt the center console and swing it forward to gain access to all the deck screws. This is a photograph of my 17' Outrage after I raised the deck to remove the rusted fuel tank.

After removing the fuel tank I decided to make use of a 27 gallon above deck fuel tank. I positioned the tank under the forward seat to move the center of mass forward in the Whaler. This resulted in a smoother ride with less porpoising.

The empty fiberglass basin, that held the original belly tank, made an outstanding well for live Halibut and other sport fish. You can see the large access hatch to the live well just forward of the bait tank in this photograph.

The 17' Outrage is an excellent Boston Whaler.

The fuel tank sits in its own fiberglass well that has no means of draining. Saltwater finds its way past the packing foam and settles at the lowest point in the stern. My fuel tank rusted from the outside in. My first indication of a problem was the rust accumulating in the clear bowl below my water separating fuel filter. The Deck surface, over the fuel tank, is fastened with screws and is easily lifted. Removing the foam that entombs the fuel tank is time consuming but straight forward. Fortunately there are several articles on CW, that illustrate the process of replacing a fuel tank in the Outrage.

I chose to place an above deck fuel tank on my 17' Outrage. I installed a large access hatch to the original fuel tank well and plumbed it for a bait pump. It made an outstanding live well for fishing
