If by "controls" you mean just the mechanical throttle and shift cables, I suspect that these can be easily converted. If you are wondering about the electrical rigging harness, there was a sea change in rigging which occurred in the 1990's. OMC changed their electrical rigging harness connectors. Older harnesses, like the one on your c.1987 rigging, have a large red round Amphenol multi-pin connector with a rubber body. This rigging was used from 1973 to 1995. The newer rigging harnesses have several rectangular multi-pin Deutsch connectors. I believe this new rigging style is referred to as MWS rigging. It debuted in 1996, along with the introduction of the System Check gauge or System Check tachometer. The MWS rigging is still in use today.
Bombardier makes a rigging adapter harness which can be used to connect an engine with the new MWS rigging to a boat which has the old style harness. If your current rigging was in good condition and you did not want to replace it, you can continue to use it and just buy the adaptor. I believe the cost of the adaptor is less than $200.
If you have an engine sold as an Evinrude or Johnson in 1998 to 2004, its electrical harness would be likely be in the MWS rigging style.
You can find a listing of the adapter on the website SHOP.EVINRUDE.COM. I cannot give you a direct hyperlink to the listing. Follow this procedure:
--visit SHOP.EVINRUDE.COM
--select tab "PARTS"
--select "OB Accessories" drop down menu selector on left
--select "2001-2004 folder"
--select "ELECTRICAL SYSTEM" folder
--select subfolder "ENGINE CABLE ADAPTER KIT - 95 BOAT to 99 ENGINE SYSTEM CHECK"
--locate item with callout 36
--scroll to item 36 in listing
--get part number and price
I also recommend you consult with a knowledgeable dealer before ordering. Sometimes there are some subtleties about these parts that may need a bit of expert advice.
This should lead you to a diagram showing the adaptor and its retail price.
