Does any one know if the Port and Starboard side sections are connected to the center section of the hull (where the gas tank lives?

The reason I am asking is that the side foam is saturated with water. I have removed all the old foam and am ready to refoam and glass but want to make sure I do not have any more water intrusion.

The center floor (and gas tank) where both professionally replaced by the previous owner but they left the old deck plates which were leaky to say the least. I have replaced those and reseated all deck screws with silicone and glassed up a number of other old holes but most of them were in the the bilges or rear well. I do not see anything on the sides that scream out how all that water got into the foam? I know the cap (it is aluminum) was also taken off but the foam up the sides feels dry so I don't think it is coming in there?

We have a Whaler expert local out of Seattle, he does everything from repairing/fiberglass to drying out saturated hulls. Let me know if you want his number
