The Moeller web site for topside tanks, http://www.moellermarine.com/aftermarket/fuel_storage_tanks/topside_tanks_noul, lists two different 22 gallon tanks for Whalers: 031626 and 031626BR. (The latter is depicted in red, but described as white.) I know from this page, http://www.moellermarine.com/sites/moellermarine/files/barrier_non_barrier_information.pdf, that there are structural difference between the "barrier version" and the non-barrier version, that require the use of the 2-stage cap, http://www.amazon.com/Moeller-2-Stage-CARB-Fuel-Portable/dp/B004AP8NU0, and thus internal, electronic fuel level gauge. The Moeller .pdf suggests that these Barrier Resistant tanks came out in 2011 and hints that they will replace the non-barrier tanks, but both are available now.

The Are Barrier Versions better? Safer? Less prone to leakage? More environmentally safe? The Moeller page is vague at best on this issue and I have missed a callback from the Moeller rep the last 3 days. The barrier versions sell for $500+ USD while the non-barrier versions sell for about $270 USD.

I picked up a new Barrier Version on craigs list for $60 from a defunct boat shop (lots of them in Florida) to replace my Pate fiberglass tank (used exclusively with ethanol-free, but expensive gas).

I am guessing the portable fuel tanks noted as "barrier version" are tanks that comply with EPA regulations for evaporative emissions. The portable fuel tanks noted as "non-barrier version" are probably earlier designs that do not comply. There was a change in EPA regulations in c.2011 regarding evaporative emissions from portable fuel tanks.
