[On a Boston Whaler] 1988 Outrage 18 I continue to find water in the starboard stern well. Several years ago I replaced the drain tube, using all the good advice on the forum and a tube flare end former tool. There is sealer on the inboard and outboard ends, but there is still a leak. Do not like carrying water around INSIDE the boat that should be outside. Next trick will get someone to buck up the inside of the tube, again, while I round the outside end of the tube over the o-rings. Help please. This is one of those niggling things that works on me as being something not finished.--Thanks. Glen

To flare tube ends, I always do one end on the garage floor. First anneal the tube by heating it to a dull red, then drop it into a pail of water (this process HARDENS steel).
I use an air chisel (instead of the bolt) with one end of the flaring tool to pre-form the first end . This will usually form the end well enough to form almost a half circle which will capture an O-ring in place.
Next cut the tube about 3/16- 1/4" longer than the thickness of the hull. Again, ANNEAL the end you are going to form.
I use a 2-lb mini-sledge hammer to buck up against the pre-formed end. Slather both end up with 5200 and install O-rings before installing. Use the air chisel with one end of the flaring tool, use the other end of the flaring tool along with the mini-sledge to support the opposite end. This usually produces a perfectly flared tube that captures the O-rings in place.

Is it normal for an OUTRAGE 18 to hold water in the splashwell? There is another OUTRAGE 18 for sale on this site that actually has anti-fouling paint in the splashwell.
Is this an inherent problem with this Whaler model?

Yes, it is common to see some water in the splash well. There will always be water in the deep sump portion of the splash well. How much depends upon the weight on the transom of the boat, and the fuel level.
If I recall correctly, my 1985 Outrage 18 with 400lb engine and 60lb battery in the splash well, will only have water in the deep sump portion in the centre of the splash well, if the boat is floating with no passengers aboard. climb aboard and stand in the stern, more water will appear in the entire splash well.
