My 2003 21' Boston Whaler Outrage has two seats molded into the transom on each side of the motor. Under the two seats are storage lockers. They are continually wet.Every time you lift these seats the underside of the fiberglass lid is dripping wet.
There are hoses running through the bottom of the lockers for the scuppers but these don't leak any water.
I am considering adding vents to the transom or locker to help control the moisture.
Has anyone else encountered this issue? I have had the boat for only a few years and this problem has existed the whole time.

Condensation-no matter what you do there will always be some moisture there- I had same model-2005 210 outrage-your post is not 100 percent clear but I think you are referring to 2 jump seats with polyurethane (not fiberglass) cover hatches to each side of the motor well.
Those are not true storage lockers or whaler intended them to be so but I also stored some items like cleaning brushes and bottles there.My solution to reduce/prevent water getting there was adding weather strip on top(not exactly on top but sideways or you wont be able to close lid) of hollow fiberglass edge of the opening all the way around.Found nice thin rubber window gasket at Home depot that has glue one side so its stick on easy job .It reduced water intrusion when washing boat or rainy days to minimum. I STRONGLY recommend you not to drill any vents there because air will finds its way there through 2 drain channels that already exist . Lifting the hatch lid just a bit (half inch ) will increase that air flow without any drilling .Mine had some water in there all the time but I wasnt bothered by it. Preventing mildew issue was easily solved by once a year bleach water 50-50 solution spraying of entire area under the hatch.

Just a couple of points. I agree with Andrew that condensation may be the cause.
I had a big problem with condensation in the pilot seat of my 190 Montauk. It was troublesome despite the drains and the DriDec installed in the bottom because I store a LOT of gear inside. I just use a small piece of flat wood to prop the cover open a quarter inch when the boat is not in use.
It solved my problem and is worth a try. Cheap and easy, too.
