What would cause my motor to overheat at idle and cruising speeds but then run run cooler than normal at full throttle.

A failing water pump.

Are you sure it's "cooler than normal" at WOT?
A stuck close thermostat can cause overheating at idle but won't have any effect at WOT (it's bypassed by the "poppet" valve).
A damaged impeller will also cause overheating at idle but can also do the same at WOT, but none of these conditions will make an engine run cooler.
Must be something else...

Well it might be running cooler than normal because the river temp is like 35 and I'm not sure what is normal at that temp

If you don't have a temperature gauge, it's hard to tell if it run cooler or not. Normal operation temperature is around 140 Fahrhenheit.
So, if it overheat at idle, it could be a failing impeller (can be caused, as an exemple, by sand ingestion) or a stuck close thermostat.

Temp gauge read about 195 at overheat while cruising. Temp read about 90 at full throttle. I thought it usually ran around 120

You could also have an obstruction in a water passage.
The reason why it is cooler at WOT is the increased water pressure into the water pick-ups is finally able to push enough water through the motor.

Anyways, being a 2013 engine, it must still be under warranty. I'd bring it to your dealer.

Jeff is correct, under warr. I would take it in....Sounds like a water pump...
