Hello. I am having trouble with the stability of my [1994 Boston Whaler OUTRAGE 24]. Has anyone had a similar scenario? I have noticed that the Starboard side seems to be substantially heavier than Port. Although there is a 9.9-HP HONDA kicker engine on the Starboard side, [the hull of the OUTRAGE 24] lists so much that I had to have the three passengers with me all sit on the port gunwale to level it out. I also notice that when the boat is static it has a slight list to Starboard. If I go stand on the Starboard side it really lists a lot. If I go stand on Port side it doesn't really list at all.
Also, right now, [the boat's] trim tabs are not working, but they are both all the way up . I have the feeling a boat of this size should not really be affected by a small kicker on one side or the other, especially with twin engines and one counter-rotation. Right? I have done some investigating and there is no water in the bilge, and all fish boxes and storage compartments are empty and have plugs in them. The only place that I found water was in the rigging tunnel and there was more in the Starboard tunnel. As far as I can tell there is no way to drain it. [The tunnel] is not connected to the main bilge and runs below deck drains. Water is entering through the rigging boot and also there is a hole where the old VRO oil tanks were mounted and the hose went into the tunnel.
Does anyone have their rigging tunnel full of water? What do you do about it? And would it hold enough water to make boat list badly?

It is common for a Boston Whaler boat to have a slight list to Starboard at rest. This is due to the placement of the battery being normally on the Starboard side of the engine well. Also the cockpit sump is usually on Starboard, and the slight list helps to encourage water in the cockpit to drain into the sump on Starboard.
As for your specific model, I am not familiar with it. I would not discount the effect of the weight of a 9.9-HP HONDA engine as the cause of any static list to Starboard, if the HONDA is mounted to Starboard.
Underway a Boston Whaler boat will tend to lean into any cross winds. This can result in the hull having a list when underway.
